Under the direction of the Director, Education this position is responsible for the day to day operations and activities of the department’s Mandatory Continuing Education (MCE) team and Operations team that support the successful delivery of the Registrar’s education programs, as required under the Real Estate and Business Brokers Act, 2002 (REBBA 2002.
This position is responsible for team leadership and management; operational leadership of all education related programs and policies including administration of the Educational Equivalency Assessment (EEA) process and the Educational Accommodations (EDA) process; successful delivery of the MCE program; ongoing oversight of the Registration Education Program delivery by the Designate; and providing regular updates to the Director and the Registrar.
This position will also work closely with the Director, Education in establishing budgetary requirements and monitoring expenses to approved budgets and acts as the back-up point of contact for MCE and departmental operational matters during Director absences.
Responsibilities and Tasks
1. Program/Policy Administration and Management:
Support the Office of the Registrar in working with partners and stakeholders to evaluate new, evolving or otherwise updated business strategies, goals and objectives relating to administration/oversight of education related programs and policies.
Oversee the ongoing delivery and administration of the Registrar’s Education programs and policies, including the successful delivery of the Registration Education program by the Designate, the development and delivery of the MCE program courses, and administration of the EDA and EEA processes.
Remain informed and up-to-date with current adult learning and workplace readiness methodologies and emerging learning technologies in support of the development and delivery of MCE courses as well as continuous monitoring and enhancement of the MCE program.
Research, benchmark and interpret leading practices relating to the EEA and EDA policies and processes; recommend appropriate strategies/directions/ tactics to ensure policies and processes are current and compliant, while supporting RECO’s consumer protection mandate.
Oversee and monitor activities of, and act as the Registrar’s representative on, the Education Advisory Committee. Lead education-related groups/sub-committees, as formed. Act as point of contact for escalated operational matters and issues.
Support the stakeholder management, change management and communication activities for all education related programs and policies.
2. Operational Management:
Plan, manage and oversee all aspects of departmental operations to ensure effective fulfillment of objectives and accountabilities; continuously assess and effectively integrate workflows and process improvement opportunities to support successful execution of departmental mandate.
Develop and implement policies, procedures, processes and standards relating to departments operations supporting administration of all education related programs and policies. Ensure appropriate metrics are tracked and reported, enabling a consolidated view of overall status of departmental and team activities.
Define team roles and responsibilities; formulate performance standards, provide daily leadership, ongoing coaching and career guidance, conduct performance evaluations and initiate related personnel actions.
Plan, prioritize, assign and monitor activities of the Education Department’s Operations and MCE team members, both internal and external, ensuring appropriate processes and workflows are in place to provide effective and timely support to the Office of the Registrar, Designate, students/registrants and other stakeholders, providing guidance and direction as required.
Ensure team is properly trained, and further develop staff to continuously develop skill sets for the collective benefit of RECO and staff.
Skills and Experience Required:
Post-secondary accreditation in Adult Learning, Training & Development or a related discipline, or equivalent experience; CTDP or CTP designation preferred
Minimum 5 years’ people management and team leadership experience in a similar role, leading the successful operation and administration of education programs, policies, etc.
Excellent verbal and written communication skills, including facilitation/presentation skills. Able to communicate effectively with stakeholders and all levels of management to express goals, strategies and concepts; able to build and maintain strong working relationships; experience managing 3rd party service providers
Superior business acumen, strong judgment and critical thinking; embraces change and leads initiatives effectively through change
Consultative leadership style, proven ability to take initiative, and provide relevant thought leadership in areas of knowledge and competency
Excellent organizational, planning, time/workload management, risk identification and mitigation capabilities to plan and execute activities with generally defined goals and minimum supervision, as well as ability to balance/manage multiple concurrent competing activities and timelines with appropriate prioritization and focus
General understanding of the real estate industry and REBBA 2002 as it applies to education and registration requirements
Experience within a regulated industry or professional association environment an asset
