Reporting to Program Manager Education and Training, is responsible for identifying, planning, designing, delivering, facilitating and monitoring department specific education and professional development programs and initiatives, using learning models, in collaboration with department leadership and managers, HR business partners and external vendors and consultants; inspires excellence in service delivery through continuous improvement; ensures consistency with provincial and departmental program applications, and where applicable provide support for compliance with regulatory bodies and agencies.
Successful completion of a University Degree in Public Administration, Human Resources, Human Service disciplines or a related field or approved equivalent combination of education and experience.
Certificate in University/University postgraduate course in Adult Education or Instructional Design.
Minimum three (3) years experience in designing, developing and delivery of adult learning solutions or adult education.
Knowledge of and demonstrated experience in instructional design, analysis, measurement and evaluation methods, facilitation and presentation skills.
Demonstrated knowledge, skill and experience in writing detailed reports and proposals, contemporary research and evaluation methods, including experience interpreting and reporting statistical and demographic data.
General knowledge of department programs and services, and the community served.
Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
Computer literacy utilizing MS Office software applications, as well as knowledge of technology supporting the required provincial programs.
Analytical research, planning, co-ordination and project management skills with the ability to work independently on diverse projects.
Ability to problem solve and work with constantly changing legislation, program delivery requirements, and/or organizational structure.
Ability to identify areas for constructive change and communicate issues and potential solutions to management.
Ability to travel to off-site locations in a timely and efficient manner, as required.
Ability to work outside regular business hours, as required.
