The Municipal Licensing and Standards (ML&S) Division contributes to the safety, vibrancy and maintenance of our communities by being a leader in the professional delivery of by-law enforcement, administration and animal care services to the City of Toronto.
As the Manager, Strategic Planning & Workforce Development, ML&S, you will be reporting to the Director, Policy & Strategic Support, and be a member of a high performing and engaged management team. In this position, you will be responsible for developing and implementing the Division's workforce development strategy and meet the Division’s strategic directions of operational, organizational and customer service excellence.
The Manager coordinates divisional efforts with the Human Resources Division regarding succession planning, recruitment strategy, skills assessment and attendance management. The Manager has direct accountability for the oversight, development and implementation of the Division’s training program and its Health and Safety program, including initiatives to promote organizational excellence such as support for employee wellness, and assist management with addressing attendance management issues such as return to work and accommodation programs.
Develops and implements detailed plans and recommends policies regarding program specific requirements to support divisional implementation of the City of Toronto Talent Management Blueprint and in line with the Toronto Public Service by-law.
Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
Develops and guides a strategically-focused, customer service-centred workforce development strategy for Municipal Licensing and Standards, and oversees its execution.
Develops policies and provides leadership and support in the development, implementation and evaluation of policies, strategies and program recommendations.
Analyzes and reports on key operational data that measures effectiveness and efficiencies.
Manages the Division’s learning and development needs through assessment, design, development, delivery, coordination and evaluation, incorporating adult learning principles and the City's Learning Management System (ELI).
Develops and oversees the implementation of a comprehensive Health & Safety program, including the development of wellness initiatives.
Works closely with the Executive Director, Directors and Corporate Human Resources to ensure ML&S effectively and efficiently manages talent strategies.
Manages the Division's on-line Policy and Procedures Manual.
Provides support and guidance to front line management staff in the managing of attendance management, return to work and accommodation plans.
Participates in organization and management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance.
Provides strategic leadership to grow the organization’s relationships, specifically with learning institutions and leveraging external sources of relevant training opportunities, e.g. Toronto Police Service, and Public Health.
Ensures consistent service delivery through all channels and across all ML&S sections.
Ensures the efficient utilization and development of human resources and labour relations activities, including health and safety issues.
Considerable experience in managing and assessing organizational needs and requirements for workforce development.
Considerable experience in all aspects of human resources management, specifically strategic HR planning, organizational development, Health and Safety and succession management.
Considerable experience in effectively developing, leading and managing high performing teams to deliver strong organizational results.
Post-secondary education in a professional discipline pertinent to the job function combined with relevant management training and experience, or an equivalent combination of education and experience.
Considerable experience in building and developing training and education programs for professional and technical staff, which include the use of contemporary training methods employing various modes of delivery.
Considerable experience in initiating, leading and implementing proactive continuous improvement initiatives, staying abreast of industry best practices and approaches, and developing successful implementation strategies to achieve desired results within critical timeframes.
Skill in developing, supporting and promoting inclusive organizational planning and workforce development plans to meet the talent needs of a large, complex and diverse organization.
Familiarity with performance management systems and measures, including relevant software tools.
Excellent strategic thinking and planning skills, in combination with strong process flow skills, a sound ability in planning, and a working knowledge of all relevant legislation, municipal programs and services.
A fully accountable program leader with the ability to identify needs, and initiate, coordinate and manage the implementation of programs and solutions in response to customer needs and divisional issues.
Excellent ability to establish effective working relationships with all stakeholders, employees, client divisions, outside agencies, councillors and their staff, and other orders of government.
Expertise in promoting and fostering teamwork and influencing and mobilizing internal staff and other stakeholders to achieve strong organizational results in keeping with Toronto Public Service values.
Superior ability to manage multiple, complex projects and adapt to changing priorities.
Highly developed interpersonal, conflict resolution, problem solving, facilitation, consultation and verbal and written communication skills.
Knowledge of the Occupational Health and Safety Act, associated regulations, policies, procedures, guidelines and other applicable statutes.
